My own idea is a simple one and I think, practical. Build a train network on plylons above existing motorways. The kind that hang from rails. Make each train and carriage as solar powered as possible. Convert the motorways beneath to all electric rental vehicles and have charging stations with replacement pre charged vehicles at the changing stations that double as rest stops. Ban all petrol driven transport apart from trucks (which have their own lane) until large enough electric powered vehicles have been developed to carry their heavy loads. Revitalise the canal system in Britain and Europe by building and runninh large solar powered frieght barges that work automatically and run themselves through locks etc.

Expensive to start but very cost effective in the long term.
